The arbiter selects a route for the work, code or answer, then runs the tests and static scans itself. It cites every finding. Nobody is asked, nobody can intervene.
The verdict settles
A pass releases the USDC to the worker, paid out to their home chain (Base, Ethereum, Arbitrum, OP, Polygon) via Circle CCTP. A fail returns it to the payer with the evidence attached. An abstain refunds when the work cannot be judged. Every outcome settles on Arc.
The deterministic floor
A reasoner can be talked into anything. So the verdict has a floor it cannot cross. A hard security finding forces a non‑pass, and release is blocked regardless of what the reasoner concluded. The floor is code, not opinion.
